We help government agencies turn location data into operational decisions. From broadband gap analysis and coverage mapping to emergency response planning and infrastructure visualization, we build GIS workflows that connect your data to the problems your team is actually trying to solve.

From initial evaluation through long term operations, our team serves as a trusted technical partner, not just a software reseller.

  • Broadband coverage and gap analysis (BEAD and FCC mapping support)

  • Network infrastructure GIS and digital twin development

  • Emergency management and public safety spatial planning

  • Tribal broadband and sovereignty mapping support

  • ArcGIS platform integration and licensing advisory

GIS and Spatial Intelligence

Our team brings deep experience in wireless and wireline network planning for public sector environments. We use Cellular Expert, a purpose-built ArcGIS-native RF planning platform, to support spectrum analysis, coverage modeling, and public safety broadband planning.

  • RF coverage modeling for public safety and FirstNet environments

  • CBRS and private LTE/5G planning for government campuses and secure facilities

  • Fixed wireless and fiber feasibility analysis for rural and tribal broadband

  • Network readiness assessments for AI-driven and autonomous operations

  • Cellular Expert licensing, training, and integration support

Telecom and Network Planning

We advise on the intersection of communications infrastructure and critical systems, including power, water, and emergency communications. Our consortium relationships and veteran perspective give us a useful lens for work that touches national security and resilience.

  • Communications infrastructure resilience planning

  • Critical minerals and infrastructure GIS through the Ion Lakes Project consortium

  • Digital twin frameworks for infrastructure monitoring and scenario planning

  • Integration advisory for IoT, sensor networks, and remote monitoring systems

Federal Channel and SDVOSB Set-Aside Support

Waypoint 33 brings SDVOSB credentials that open set-aside procurement channels for our clients and partners. We also work with prime contractors who need a qualified veteran-owned sub with GIS and telecom depth.

  • Set-aside teaming and subcontracting for federal GIS and telecom contracts

  • Consortium vehicle access through NSTIC, Cornerstone, and RRPV/BARDA

  • Capability statement development and BD support for government markets

  • FITS framework advisory for telecom and infrastructure programs

Critical Infrastructure Advisory

Federal Agencies

  • DoD and defense-adjacent program offices

  • DHS and CISA infrastructure programs

  • USDA Rural Development and broadband programs

  • FCC broadband mapping and BEAD oversight

  • Tribal affairs and BIA-connected programs

State and Local Government

  • State broadband offices and BEAD subgrantee programs

  • County and municipal GIS and planning departments

  • Public safety and emergency management agencies

  • Public utility commissions and rural electric cooperatives

  • Tribal nations and sovereign broadband programs

Waypoint 33 has direct experience working with tribal communities through our Esri and BIA background, and we're familiar with the free ArcGIS license available to all 574 federally recognized tribes. We approach tribal broadband work as a sovereignty and self-determination issue first, not just a coverage problem. If you're supporting a tribal broadband program, we'd like to talk.

VertiGIS builds enterprise GIS applications on the Esri platform. Their solutions for network management, field operations, and spatial analytics are a strong fit for utility, public safety, and infrastructure programs.

The Waypoint 33 Background

Waypoint 33 was founded by Randall Rene, a U.S. Army veteran (13F Fire Support Specialist), former Reserve Police Officer with 14 years of service to Hillsboro PD, and national disaster response volunteer with Team Rubicon.

Before founding WP33, Randall spent more than a decade at Esri as Telecom Industry Solutions Director, working directly with service providers, utilities, and government agencies on GIS and network strategy. That combination of military service, public safety experience, and commercial network expertise isn't something you find at a generalist consulting firm. It shapes how we approach government work and why our clients trust us with sensitive infrastructure programs.

Let's Talk About Your Mission

Whether you're planning a broadband deployment, modernizing a GIS environment, or looking for a qualified VOSB partner for a government contract, Waypoint 33 is ready to help.
